iOS 16.4.1 update fixes Siri bug

- Accessibility setting to automatically mute video when flash effects are detected
- Fixed an issue where “Ask to Buy” requests from children were not appearing on the parent’s device
- Crash Detection optimizations were made on iPhone 14 and iPhone 14 Pro models
